I’m thinking of getting a fairly cheap steadicam like this one.

It’s pretty damn cheap and reviews seem good for it. I also have some experience using these, so it shouldn’t be much of a problem...

But I am also thinking about getting something strapped to my chest, with 2 handles instead of just one. Do you guys would have any recommendation for something like this, that would not break the bank terribly?

I would recommend getting one of the vest strapped ones. At work I have a similar one to these and it gets to be a little hard to hold for long periods of time due to the weight of the steadicam and the camera combined.

Hum... Any idea for a decent priced one?

I used a similar one of a friend of mine a few times, and these are great, but do come with a few downsides. For starters every change you make to the camera results in a slightly ofset balance, even the mirror in open/closed position has a bit of influence on it, so changing lenses for instance, results in re balancing the whole thing. Another downside is that they are quite heavy, while not that comfortable to carry, I remember when I and a few friends were walking through Istanbul and the guy with the steadicam wanted to do some shots, but after a while he was constantly asking people if they wanted to carry it, since he got tired of it, and we didn’t want to return to our hotel.

On the other hand I do believe these are a nice and cheap way to get into steady video, since I think a chest strapped one, while more comfortable, will be mich more expensive.
